Funds & Refund Rules

Article 1　Four Capital Pools

Platform funds are strictly segregated into four independent pools: prepaid balance (belonging to the Institution or User; non-withdrawable; restricted to compliant computing consumption); income balance (belonging to the Supplier or Channel; withdrawn after approval with a standard 2% fee); frozen deposit (belonging to the Supplier; performance security; not directly withdrawable; refunded absent breach); and consumption quota (for enquiry and quota management only; not transferable funds).

Prepaid customer funds are held separately and are not disbursed directly to suppliers.

Article 2　Refund Rules

The prepaid balance is non-withdrawable and limited to compliant computing consumption. Confirmed billing errors by the Platform, or channel unavailability where the service was not completed, may be offset against future consumption; approved special refunds are recovered from the Supplier in the order of rolling performance reserve, unsettled income and frozen deposit.

Fees arising from successful consumption or breach of content rules are non-refundable; fees for customer-caused cancellation, successful consumption or breach of content rules are not refunded.

Article 3　Disputes and Freezing

Disputed orders are frozen from settlement and withdrawal until the evidence and responsibility are determined; after determination, they are settled or deducted according to the outcome.

After a Supplier exits without outstanding complaints, reconciliation discrepancies or breach investigations, the deposit and reserve balance are refunded according to the contractual cycle.

Article 4　Audit and Reconciliation

The Platform maintains an audit ledger of all requests and bills and performs three-way reconciliation (customer requests, supplier responses, upstream bills). Deviations beyond thresholds (e.g. 15%–20%) trigger freezing and review, and anomalous accounts have withdrawals suspended until clarified.
